A method and a system for determining a video streaming data transmission scheme according to user behavior analysis are presented. The method for determining a video streaming data transmission scheme according to user behavior analysis, presented in the present invention, can comprise the steps of: requesting, by a video provider, a channel opening for providing a new video service; checking a channel identifier of the channel to be opened; calling a channel stabilization index value of the channel identifier in a channel stabilization index database; checking whether the channel stabilization index value of the channel identifier is stored in the channel stabilization index database; comparing the channel stabilization index value stored in the channel stabilization index database and a preset threshold value; and transmitting the new video service in a preset transmission scheme according to the comparison result.
