The apparatus comprises a casing (2) receiving a wiping-material supply reel, a drum (4) with an articulated cutting blade (5) and a protective cover. The drum (4) comprises a shaft (4.1) having discs (4.3), some serving as support for the drawn-out web of paper and having, on their periphery, an indentation for housing the cutting blade. The said shaft, via its end discs, permits the positioning and the articulation of the cutting blade. The rear end disc is arranged to receive a rack means (7) fitted in a stationary position on the opposite wing of the casing. The cutting blade (5) is arranged at an opposite end of the means (7) with a profiled heel (9) comprising a plurality of teeth forming a complementary rack capable of interacting, during rotation of the drum, with a plurality of teeth (7.3) constituting a stationary rack formed on the means (7). A stop means (10) ensures, after the partial rotation of the drum with a view to the operation of cutting the web of paper, the reengagement of the said cutting blade along a trajectory which is opposite to the direction of rotation of the drum.
