This radio base station is provided with: a control unit which identifies a first user terminal and a second user terminal for which non-orthogonal multiple access is to be utilized; and a transmitting unit which uses non-orthogonal multiple access to transmit a signal addressed to the first user terminal and a signal addressed to the second user terminal, wherein the transmitting unit transmits to the first user terminal cancelling information used to cancel the signal addressed to the second user terminal.
