The converter comprises a voltage comparing unit which compares the reference voltage of each node from an inverting input terminal with the input voltage from a non-inverting input terminal, an AND gate which receives control signals st the inverting input terminal to perform AND operation, a switching unit which transfers the reference voltage of each node to a final output terminal, and a pre-charge switch which precharges close to the final output voltage by the input voltage to a parasitic capacitor.
