Electrically insulating deformable substance

A substance used for controlling electric fields in the medium voltage regime. It comprises a matrix of dielectric with uniformly embedded microscopic balls of diameter between ten and five hundred microns, but preferably between ten and sixty microns. The balls have conducting surfaces or are totally conducting. The mixture has a relative dielectric constant of preferably between three and four and less than ten. The breakdown resistance is at least five, preferably greater than ten, kilovolts per millimetre. The loss factor is less than 0.01, but preferably less than 0.001. The balls are metal-coated glass balls, with a metal coating of aluminium, nickel or silver to a depth of at least 0.01 microns.
