A metal rail (3) is mounted in a fold (4) at the top of the file, map etc. Elongated sections or lips extend from the bottom edge of the rail through the folded material of the fold. The extensions are located at regular intervals along the rail. A tag, in which a label can be placed, has two webs (20,22) with which it fits over the fold of the file. The tag has two slots (10',10") which are located one above the other either of which can be placed over one of the lips on the rail so that the tags can be placed in either an upper or a lower position.
