PURPOSE: To decrease the circuit scale of the device which performs image processing. CONSTITUTION: A quantizing means 6 requantizes quantized input moving image data LNEW with specific step size. A frequency distribution calculating means 1 calculates a cumulative frequency distribution or frequency distribution ANEW (M) for a signal level L in specific image process units from the moving image data LNEW from the quantizing means 6. A difference calculating means 3 calculates the differenceΔA between the cumulative frequency distribution or frequency distribution ANEW (M) from the frequency distribution calculating means 1 and a cumulative frequency distribution or frequency distribution AOLD (M) which is stored in a storage means 2 and one image process unit before. A detecting means 4 compares the differenceΔA with a reference valueΔATH to detect a scene change. A converting means 5 converts the input moving image data LNEW into moving image data LSNEW for display on the basis of the detection result cntl from the detecting means and the cumulative frequency distribution or frequency distribution ANEW (M) from the frequency distribution calculating means 1.
