PURPOSE: To realize the easy fitting and fixing without any large deformation to the fitting part by projecting a circumferential edge of an elastic seal plate to be held by an outer reinforcement ring and an inner reinforcement ring out of the circum ferential edge of the reinforcement ring on each side to form an annular tongue part, and surrounding the circumfrential edge part of the outer reinforcement ring along a fitting groove. CONSTITUTION: In a three-layered structure consisting of an elastic seal plate 4 to be held by an outer reinforcement ring 2 and an inner reinforcement ring 3, a circmnferential edge part of the outer reinforcement ring 2 is surrounded by an annular tongue part 41 when being fitted to a fitting groove 5. When the tip part of the annular tongue part 41 is overflown to the outside of the fitting groove 5 to form a lump on the outer side of the circumferential edge of the outer reinforcement ring 2, the lump becomes a structural body to strongly support the outer side of the circumferential edge to realize the stronger fixing. In the inner reinforcement ring 3, its circumferential edge part is closely attached to a fitting shelf 7 of the end face of the fitting groove 5 of a bearing 1a to strongly hold the elastic seal plate 4 from each side together with the outer reinforcement ring 2. Thus, the seal is strongly integrated by the reinforcement members to correctly keep the shape.
