PROBLEM TO BE SOLVED: To realize a cell header conversion function at a low cost by enhancing the utilizing efficiency of a memory so as to reduce the scale of a hardware of an exchange. SOLUTION: A line interface device 10 contains input lines #0-#3. Each of the input lines #0-#3 is provided with a conversion control section (16-0-16-3). A common conversion table 20 is provided for the conversion control sections 16-0-16-3. The common conversion table 20 stores an internal VPI/VCI corresponding to a VPI/VCI stored in the header part of an input cell. Upon the receipt of a cell via the input lines #0-#3, each of the conversion control sections 16-0-16-3 uses the VPI/VCI extracted from the header part of the cell to access the common share conversion table 20 thereby extracting the internal VPI/VCI and setting the internal VPI/VCI to the header part of the input cell.
