A likelihood table preparing part 4 prepares a likelihood table. A reject judging reference cumulative score calculating part 5 calculates a reject judging reference cumulative score along a Viterbi path set on the likelihood table according to the limiting information. A recognition task cumulative score calculating part 6 calculates a recognition task cumulative score. A judging part 7 finds a reject judging maximum reference cumulative score and a recognition task maximum cumulative score to perform reject judgement. As a result, the computing amount of the reject judging maximum reference cumulative score in using the phoneme HMM jointly having a state is reduced, and the memorizing amount of the reject judging maximum reference cumulative score is also reduced.
