PROBLEM TO BE SOLVED: To secure smooth operation and the hold at a fixed position in housing time by making tensile force of a torsion coil spring act on a rotary frame fitted to a front fixed shaft of a case unit, and constituting so as to apply resistance force and encouraging force in pulling-out time and housing time of a memory stand connected to the rotary frame by a hinge. SOLUTION: In a housing condition, a memory stand installed on a memory stand installing plate 5 is hung down along an inside wall of an armrest. At this time, a rotary frame 4 is energized by tensile force of a coil spring 25 through a link 33, and a pin 44 is positioned on the lower end of a rotation regulating groove 24. When this memory stand is pulled out against tensile force of the coil spring 25, through the tensile force acts on the rotary frame 4 through the pin 44 until a line of action of force of the link 33 reaches the center 40 of the rotary frame 4, after it passes through the center 40, the tensile force of the coil spring 25 acts so as to encourage rotation of the memory stand. In a standing erect condition, the pin 44 is positioned on the upper end of the rotation regulating groove 24, and the memory stand is brought down to the rotary frame 4, and is put in a working condition.
