According to the present invention, a cobalt phthalocyanine catalyst sulfonated by phthalic anhydride reaction with urea and cobalt chloride is prepared. This reaction is carried out with gases production such as ammonia, carbon monoxide, nitrogen and gaseous chlorine. In this first step, ammonium compounds such as chlorides and molybdates are employed as reaction promoters, which are decomposed and eliminated as gases when reacting. Urea tends to be easily decomposed and released as steam, due to which this compound is excessively employed.
