PROBLEM TO BE SOLVED: To facilitate the control over a broad band with a small sized device by controlling respective amplifier characteristics of two amplitude variable means while keeping an optional correlation so as to suppress amplitude fluctuation without distorting even a high output signal. SOLUTION: After a distributed output signal is controlled to have a desired amplitude by amplitude variable means 10, 12, the result is fed to input terminals 7, 9 of a power synthesis means (in-phase) 8, in which the signals are synthesized in phase and the result is outputted to an output terminal 4. Let an input signal be cosα, the signals fed to the input terminals 7, 9 of the power synthesis means (in-phase) 8 are respectively Bcosαand A cosα. The amplitudes A, B in the amplitude variable means 10, 12 are optionally controlled by a control means 14. In the case of controlling the amplitudes A, B as (A<2> +B<2> )<1/2> =const., only the phase is made variable while keeping the constant amplitude. In the case of controlling the amplitudes A, B such as B/A=const., only the amplitude characteristic is controlled so as to keep the phase constant.
