PROBLEM TO BE SOLVED: To obtain a pigment for a cosmetic material, coated so as not to expose the pigment to surface thereof by coating the surface of an inorganic base material having a flat and smooth plane by a metallic oxide gel containing the pigment. SOLUTION: This pigment for a cosmetic material is obtained by coating the surface of mica or a metallic oxide-coated mica having 1-10.0μm size and 0.1-30μm spherical diameter among inorganic base materials of a mica having a flat and smooth plane and a white and transparent feeling, or a mica titanium, etc., besides mineral-based inorganic pigment such as titanium oxide and ferric oxide, with a metallic oxide gel having >=0.05μm membrane thickness formed by a sol-gel method from a starting solution containing a metallic alkoxyde, a pigment, water, an alcohol, an alkali, etc. The metallic oxide is expressed by the formula: M(OR)n [M is a metallic element; OR is an alkoxyl group; (n) is an oxidation number of the metallic element], and as the metallic element, one or more kinds of Si, Zn, Ti, Al, Fe, Zr, etc., are used. Then, 0.01-20wt.% inorganic and organic pigments based on the metallic oxide are added, and subjected to hydrolysis and a polymerization reaction.
