PROBLEM TO BE SOLVED: To get around a forward obstacle without a sensor by providing means for setting a steering restraining time according to emergency levels of steering based on steering output torque. SOLUTION: As a value corresponding to a steering output torque, steering input torque is detected by a torque sensor 3. The steering input torque and the steering output torque stored in a controller 50 is made to correspond with each other. The sensor 3 is connected to the controller 50. The controller 50 carries out steering auxiliary control and steering restraining control through the detection of emergency level and object of steering according to a control program stored.
