PROBLEM TO BE SOLVED: To suppress fluctuation in real resistance, to suppress unstable factors due to pressure and the like during use, thereby simplifying the production process and obtaining an electrifying member which can produce stable electrifying voltage and charges. SOLUTION: This conductive member 1 is used to charge a body such as a photoreceptor to be electrified by pressing the member 1 to the surface of the body while applying voltage. This electrifying member 1 has a three-layer structure consisting of an electric conductive base body 1a, a rubber elastic resistance layer 1b having electronic conductive particles dispersed in a first polymer material showing rubber elasticity, a short circuit layer 1c formed by vapor deposition of an electronic conductive material or compounding electronic conductive particles in a second polymer material, and a protective layer 1d formed by compounding electronic conductive particles in a third polymer material. The volume resistivity of each layer is 10<10> to 10<12>Ωcm in the rubber elastic resistance layer 1b, <=10<3>Ωcm in the short circuit layer 1c, and 10<5> to 10<7>Ωcm in the protective layer 1d.
