PROBLEM TO BE SOLVED: To provide a flame-retardant flexible polyurethane foam for flame lamination, having good heat fusibility and excellent in flame retardancy, peeling strength and extensibility. SOLUTION: This polyurethane foam is obtained by blending a polyester polyether polyol having at least two active hydrogen atoms in the molecule and containing an organophosphorus compound residue in the molecule, or a polyether polyol prepolymer containing an organophosphorus compound residue in the molecule with a polyisocyanate, water or other foaming agent, a catalyst, an auxiliary and a melamine. The melamine used comprises one having a particle diameter of 50-120μm, and it is added in an amount of 20-60 pts.wt. based on 100 pts.wt. polyester polyether polyol or polyether polyol prepolymer.
