PROBLEM TO BE SOLVED: To shorten the processing time of the call processing control of a radio moving station and a radio base station by temporarily ignoring the control channel structure of a physical channel for control and freely transmitting/receiving an arbitrary control signal with an arbitrary slot. SOLUTION: When the transmission of a large amount of paging channel(PCH) signals is required, a common controller 12 transmits a high speed control channel communication command for executing high speed control channel communication to a radio control part 18. The radio control part 18 requests a TDMA processing part 16 to transmit the command to the plural radio moving stations. The TDMA processing part 16 transmits the high speed control channel communication command to the radio moving station at the transmission timing of PCH. When the radio control part 18 receives the high speed control channel communication command, it instructs the high speed control channel communication start of the radio base station to the TDMA processing part 16. Namely, control channel structure is ignored when the transmission command of the PCH signal is received from the radio control part 18.
