PROBLEM TO BE SOLVED: To reconfigure the correct original data to which the cell transmission quality is assured with no disuse of cells by duplicating the same data and transmitting them. SOLUTION: A packet processing layer S1 of the sending side designates the significance of every data received from the application side and duplicates the data according to each significance. In this case, the number of data to be duplicated is increased in response to the higher significance of them. In regard to all duplicated data including the original data, one single of priority data is designated with other data defined as the non-priority data. Furthermore, the data are divided into packets and the serial numbers are given to these packets, so that the original data and other duplicated data can be uniquely decided. On the other hand, a packet processing layer S1 of the receiving side regards the data received from SSCS of AAL as a packet and disuses all packets of the same serial number which are subsequently received after a packet of a certain serial number is once received when the original data is reconfigured from a packet.
