The plant (1) for producing a filled cell insulation material has a first defibering shredder (2) with feed (12) for a fibrous filler material, which is reduced to separate fibres through the triple wire brush roller device (9-11). The fibres are air transported (P10,P11) to a mixer (4) and coated with a bonding agent. The coated fibres are further carried (P12) to a second shredder (5) which discharges the re-separated fibres on to the basic cellular sheet material (39) on a conveyor (31,P16). The adhesive coated fibres are filled into the individual cells (40) by brushes (36,33,34,35), with the assistance of vibrating plates (37) under the conveyor belt.
