PROBLEM TO BE SOLVED: To provide a color discriminating device capable of correctly discriminating colors in the objective area while eliminating the influence of colors in the background region in the case when colors included in color images are mixed with colors in the background region. SOLUTION: A discrimination processor 14 operates to normalize colors in the background region and character region respectively on an RGB space using a normalizing processor 15, and thereafter each two-dimensional histogram is produced in which two components (r, g) of the normalized colors are put on the axis of an ordinate and the axis of abscissa, and coordinate (rb, gb) having a maximum frequency of the two-dimensional histogram relative to the background region and coordinate (rc, gc) having a maximum frequency of the two-dimensional histogram relative to the character region are set in colors in the background region and colors in the character region respectively, and by the use of an angle computing part 17, computation is made for an angleθc of colors in the background region and colors in the character region and an angleθt of colors in the background region and colors of registration, and if these angles are in a predetermined range, discrimination is regarded as being identical in colors in the character region and colors of registration.
