PROBLEM TO BE SOLVED: To improve combustion efficiency by arranging a fuel restricting device for restricting fuel feed operation carried out by a speed regulator for a prescribed time from rapid start, in a device provided with a speed regulator for carrying out fuel feed operation corresponding to an upper limit value in a setting enable range at the time of rapid start. SOLUTION: An emergency diesel power generating facility is arranged in such a constitution that, in the case where engine speed of a diesel engine 22 is changed, a fuel injection pump 4 is controlled by a speed regulator 1 for detecting change of its speed so as to hold its rotating speed in a constant level. At the time of rapid start of the diesel engine 22, an engine piston is driven by compressed air for start while its speed exceeds about 30% speed or more of rated speed, and the diesel engine 22 is started. In this case, a fuel restricting device 30 is arranged so as to prevent fuel from increasing by the speed regulator 1 while rated speed of the diesel engine 22 not exceed about 30% speed. It is thus possible to improve startability by supplying fuel having a suitable rate corresponding to an air rate for combustion.
