PROBLEM TO BE SOLVED: To provide a converter that converts a virtual path identifier (VPI)/a virtual channel identifier(VCI) of the asynchronous transfer mode(ATM) communication at a high speed regardless of the small capacity. SOLUTION: A table in pairs with pre-conversion VPI/VCI and post- conversion VPI/VCI is stored in a storage device 14 in the order of the size of the pre-conversion VPI/VCI. A register that designates an address of the storage device 14 uses an address where an object bit is set to '1' and other low-order bits are set to '0' so as to designate the median of the pre-conversion VPI/VCI. Depending on the relation of quantity between a received VPI/VCI and the pre-conversion VPI/VCI, whether or not a content of the table coincident with the received VPI/VCI is higher or lower than the median is decided. The similar operation is repeated to the decided memory area, the memory areas to be checked are being halved. When the pre-conversion VPI/VCI is coincident with the received VPI/VCI, the post-conversion VPI/VCI at that time is outputted from the storage device 14.
