PROBLEM TO BE SOLVED: To forcedly stop ring back tones when driving operation is in the state of large load for a driver at the time of call termination and to report the reason why a response is disabled to the opposite side at need. SOLUTION: When a call is incoming, the judging part of control means 23 judges whether the driving operation is in the state of large load for the driver or not from the outputs of car speed sensor, steering angle sensor, parking brake sensor and backlight sensor or the like and in the state of large load, a communicating means 20 is controlled so as to stop generating the ring back tones until such a state ends. Besides, when such a state of large load is continued even after the lapse of the count time of timer from call incoming, a message sending means 22 is controlled to send a message showing disability in response to the opposite side. Further, even when navigation data are fetched from a navigation system 21 and it is estimated the state of large load for the driver in the driving operation is to be continued longer than prescribed time, the same message is sent to the opposite side.
