PROBLEM TO BE SOLVED: To provide a developing device in the form of actively using the rotation of developer. SOLUTION: Developer as a mixture of carrier and toner is attracted to the surface of a developing roller 40 formed with a cylindrical permanent magnet of pole intervalλand the developing roller 40 is rotated to put the developer in contact with or in proximity to a static latent image so that the static latent image can be actualized. A doctor blade 50 is provided on the upstream side where the developer is put in contact with or in proximity to the static latent image and a cavity shaped spinning chamber 51 for the developer to be rotatable is provided on the upstream side adjacent to the doctor blade 50, and the maximum distanceρbetween the spinning chamber 51 and the developing roller 40 is no less than 1/2 to no more than three times of a magnetic pole intervalλ.
