PROBLEM TO BE SOLVED: To improve the slidability, elasticity and drainability by applying a wear resisting material as facing to the surface of a lightweight concrete block. SOLUTION: A rectangular lightweight concrete block 2, for example, of 100×300 mm is formed. A resin mortar consisting of acrylic resin and silica sand mixed thereto is sprayed as a facing 3 to the surface of the lightweight concrete block 2 in a thickness of about 1.0-1.5 mm, and a top coat is applied to the upper surface of the facing 3, whereby a pavement material 1 is formed. In construction, a subbase course 6 by unscreened crushed stone is laid on the upper surface of a subgrade 5, and the pavement material 1 is arranged and laid over the upper surface thereof. This pavement material is difficult to slip because of its rough surface, and can give a walking comfortableness because of its excellent elasticity and circulate rainwater to the ground because of its excellent water permeability.
