PROBLEM TO BE SOLVED: To reduce an amount of dust attached in an atmosphere of low humidity and to enable manufacture using an aqueous coating material by using a polymer latex as the binder of a photosensitive layer and forming it with a specified coating solution and by drying it. SOLUTION: This heat-developable photosensitive material contains photosensitive silver halide and an organic silver salt and its reducing agent and a silver halide photosensitive layer is formed on one side of a support, and the polymer latex is used in an amount of >=50 weight% of the total binder of the photosensitive layer, and the photosensitive layer is formed by coating and drying with a coating solution containing water in an amount of >=30 weight% of the total solvent. The surface resistivity of at least one side is 10<7> -10<12>Ωat 25 deg.C and a relative humidity of 10%. It is preferable that the polymer latex is used from the view points of the environmental maintenance and safety and the like, and dust attached to the surface of the photosensitive material is avoided by regulating the surface resistivity.
