PROBLEM TO BE SOLVED: To suppress a network from being congested by sending no information when the information to be provided does not change. SOLUTION: When a client controller 108 on a network is connected to a camera controller 102 through an HTTP and sends a transfer request for a file of its home page, the controller 102 transfers a file that includes description which performs a transfer request for an applet that preliminarily performs automatic receiving to the controller 108. When the controller 108 receives the file, a transfer request for the applet is made and a server controller 102 sends the applet. When the applet makes a transfer request for state information, the controller 102 transfers it to the client only when an event that the angle of a camera is changed occurs.
