PROBLEM TO BE SOLVED: To obtain a vinyl chloride-based resin having such a high voids as to highly fill and disperse various compounds to be blended and fine pores in its particles, and to obtain a chlorinated vinyl chloride-based resin having an excellent gelation properties and heat resistance. SOLUTION: A vinyl chloride-based resin has a BET specific surface area of 1.3-8 m<2> /g, the [(chlorine atom peak)×2/carbon atom peak] peak ratio at energy value of 1S bond energy between a carbon atom and a chlorine atom, determined by electron spectroscopy for surface analysis, of greater than 0.6, voids of 27-40 vol.% determined by a mercury injection method at a pressure of 2,000 kg/cm<2> and an average pore size of 0.1-0.5μm.
