摘要 PROBLEM TO BE SOLVED: To conduct a navigation control by identifying on which lane a traffic congestion occurs in a superhighway link in which one lane is coupled to a superhighway exit in superhighway two lane road or the like. SOLUTION: A navigation control is conducted by receiving road traffic information including a traffic congestion position, a traffic congestion length, traffic congestion degree and the like of respective rinks for constituting a road. A VICS(vehicle information communication system) information receiver 20 receives road traffic information including traffic congestion lane identification information indicating on which lane of a superhighway exit lane and other land a traffic congestion occurs in a superhighway rink in which one of two superhighway lanes is coupled to the exit. And, a processor 17 decides whether the congestion occurs in the exit lane or not, whether the congestion occurs in the lane except the exit lane or not or whether the congestion occurs in both the lanes from the traffic congestion lane identification information, and conducts a navigation control (displaying the traffic congestion, DRG (dynamic route guidance) or the like) based on the decision result.
