PROBLEM TO BE SOLVED: To enhance the encoding efficiency of a video signal by encoding a binary form signal in the field unit. SOLUTION: A motion vector difference(MVD) calculation section 44 extracts a motion vector estimate from a motion vector(MV) memory 42, based on a current motion vector and a field identification flag inputted from a motion estimate section 32. The MVD between the current motion vector and the corresponding motion vector estimate is calculated. An MVD encoding section 46 encodes the MVD and the field identification flag from the MVD calculation section 44, only when the value of the MVD has other number than '0' and supplies the encoded MVD and the encoded field identification flag to an inter- bit calculation section 54-2 in a context database arithmetic encoding section(CAE) 50, a selecting part 58 and a second multiplexer 66 in a formatting section 60 as the encoded MVD data through a line L40. |
