The arrangement has two semicircular tubes (1,2) of stainless steel with a diameter of from 500 to 100 nm, each with only one inlet (3,4) and held together by a bolt (5), and 10 to 20 full conical nozzles (6) with a diameter of 1 to 5 mm arranged alternately on the upper or lower side of the tubes or optionally either on the upper or lower side of the tubes. Unpurified water at a pressure of 2 to 10 bar is fed to both inlets and is sprayed onto the electrode arrangement (9) from the nozzles, which are directed towards the center of the circle.
