PROBLEM TO BE SOLVED: To provide a pulley and its manufacturing method with which it is possible to establish an excellent anti-slip characteristic and anti-abrasiveness and to utilize rubber waste such as car tire effectively. SOLUTION: A roller part 1 is covered with a synthetic resin 3 in which splinters 2 formed by crushing natural rubber or synthetic rubber into particles having sizes ranging 75-2000μm are included. The manufacturing processes of a pulley 10 consist of, (1) a process to grind vulcanized rubber and dry, (2) a process to add it to a heated synthetic resin 3, followed by stirring, mixing, and bubble removal, (3) a process to add a heated hardening agent to the obtained mixture free of bubbles, followed by stirring, mixing, and pouring the obtained mixture into a die in which a core rod 4 is set in advance. (4) a process to heat the die for hardening and take out the produced molding from the die, (5) a process to secondarily heat the taken-out molding from the die and (6) a process to subject the molding to a machining into the specified shape.
