PROBLEM TO BE SOLVED: To provide widely applicable grouts produced by treatments mainly based on an ion exchange resin and being excellent in penetrativity, cementing strength, durability, and environmental protection and to provide a process for producing them. SOLUTION: The grout is produced by 1 treating a water glass with an anion exchange resin in an alkaline range, or by acidifying it with an acidifying material, 2. by 2. adding a water glass to active silicic acid and alkalifying the mixture, by 3. treating an acidic silica sol with an anion exchange resin, by 4. mixing grout 1, 2, or 3 with a reactive material.
