PROBLEM TO BE SOLVED: To sufficiently reduce the pressure loss of fuel spacers above the upper end of short length fuel rods, regardless of the arrangement position of the short length fuel rods and ensure the structural strength of the fuel spacers. SOLUTION: In a fuel assembly, having fuel rods arrayed in a square lattice form, two water rods arranged in a region capable of arranging 7 of these fuel rods and fuel spacers 4a and 4b holding the gaps of the fuel rods and the water rods and its fuel spacers 4a and 4b are provided with cells 9 which are combined with each other and inserted by the fuel rods and a band 11 surrounding the outermost side of these cells 9, short length fuel rods includes 4 first short length fuel rods arranged the outermost region of the square lattice array, the fuel spacer 4b omits a cell 9 corresponding to the first short length fuel rods, and instead support members 17 connecting the adjacent two cells 9A and 9B and the band 11 in the outermost region are provided on both sides of the grid position.
