PROBLEM TO BE SOLVED: To obtain a composition for cosmetic and pharmaceutical use, topically applicable to the skin and having improved characteristics by including a liquid mixture of an acidic fraction (I water) and a basic fraction (S water) of water containing stabilized ion cluster. SOLUTION: This composition contains (A) I water, e.g. water containing stabilized cluster of (Cl<-> , PO4 <3-> or SO4 <2-> ), (B) S water, e.g. water containing stabilized ion of the formula: R<+> (OH)<-> n (Ca<2+> , Mg<2+> , Na<+> , K<+> , etc.), and preferably (C) a bioactive agent. The composition preferably contains about 1-99.5 wt.% of the I/S mixture. The above structurized water can be used to any skin-care products containing an aqueous component, e.g. for improving the characteristics of an activation agent included in a make-up cosmetic, etc.
