PROBLEM TO BE SOLVED: To use an elastic leg without depending on the length of a pump rod, pump cylinder or piston rod while keeping a long descending regulating time, and simplify the mechanism by arranging a check valve permitting flow from a low pressure chamber to the pump cylinder in parallel to a throttle. SOLUTION: A check valve 2 is provided in parallel to a throttle 3 in a flow communicating part 4 between a low pressure chamber 5 and the intake valve 6 of a pump cylinder 7 to constitute an independent discharge delay device 1. In this discharge delay device 1, the check valve 2 is closed to the backflow from a high pressure chamber 10 to the low pressure chamber 5, and oil is solely carried to the low pressure chamber 5 through the throttle 3. Consequently, the discharge delay device 1 permits flow without restriction in intake direction and with restriction in discharge direction, and thus can keep a long descending regulating time. Since the discharge delay device 1 is formed of the independent structure, it can be arranged in an optional position between the low pressure chamber 5 and the pump cylinder 7.
