PROBLEM TO BE SOLVED: To reduce the circuit size of a device by realizing a voice compressing device and a voice expanding device with a single hardware and reducing the amount of hardware required. SOLUTION: In the voice compressing and expanding device, a voice compressing section and a voice expanding section are located in a same device. A single hardware (a filter circuit 1) is used commonly for the hardware of the frequency band transforming filters (a down/up sampling) to be included in each of the sections above and the amount of the hardware required for the sections above is reduced and the circuit size as a whole is reduced.
