PROBLEM TO BE SOLVED: To prevent opening/closing of a damper from being frequently changed over owing to its becoming a hunting state, and further prevent noise and deterioration of durability from being caused owing to hunting and assure correct and stable combustion. SOLUTION: Even when in the state of a damper 60 being closed a total combustion heat amount T exceeds a damper opening changeover reference heat amount A, the damper 60 is kept at an original closed state and an air amount by an air fan 50 is fixed to an air amount corresponding to the damper opening changeover reference heat amount A at the time the damper 60 is closed until the total combustion heat amount T more exceeds a predetermined heat amount Q than the damper opening changeover reference heat amount A. There is provided a controller 90 that controls the operation such that a supply amount of a fuel is also fixed to a supply amount corresponding to the damper opening changeover reference heat amount A.
