The system has a permanent magnet (6) inside or outside a measuring tube, to produce at least one field component of the induction orthogonal to the tube axis. An outer conducting nonferromagnetic casing (5) has at least two spaced electrodes (1,1'), which are arranged orthogonal to the tube axis and to at least one magnetic field component, in its inside. The electrodes are electrically insulated from the measuring tube and the outside across passages (2,2') and terminate in connections (3,3'). Recharging (7), control (9) and evaluation (8) units are provided, and the electrode system is charged with variable polarities and amplitudes. The evaluation unit measures the electrical voltage at at least one of the connections. The time integral of the voltage is determined at the connection and used to determine the volume flow rate.
