PROBLEM TO BE SOLVED: To provide high reliability and stability with a small and simple structure by constituting so that the motion of a first holding means is damped by contact with a first damping body when energizing a closing spring since the first holding means releases a hold to a holding object member of a closing cam. SOLUTION: The outer peripheral end part of a closing spring rotates in the anticlockwise direction with a camshaft 40b as the center by driving force transmitted through a closing spring support from a large gear, and is put in an energizing state. A closing cam 40 is held in the end part of a seep lop 49 through a cam roller 48. When a closing command is inputted to a solenoid 51, a catch 50 and the seep lop 49 rotate in the anticlockwise direction, a hold of the cam roller 48 is released, the closing spring is energized together with the closing cam 40, an output lever 42a rotates, and an electrode connected to an output shaft is driven to be put in a closing state. At the same time, a cutoff spring 46 is compressed to be put in an energizing state. At cutoff time, a connecting roller 42e contacts a damper 43 to damp rotary motion of the output lever 42a.
