PROBLEM TO BE SOLVED: To enhance convenience and availability for a person who applies for the acquisition of a certificate by sending an application request to an authentication agent and receiving a policy identifier corresponding to the request selecting policy information and requesting an input based upon the request of the certificate applicant, setting input information from the applicant on a screen and sending the information to the authentication agent, and inform ing the applicant of an issued certificate. SOLUTION: The certificate applicant CH sends a certificate applying process start request to the authentication agent X: CAx through a client computer EE. The authentication agent X: CAx sends the policy identifier PIDx corresponding to a determined policy Px to the client computer EE. The client computer EE selects the policy information RFx corresponding to the policy identifier PIDx held in a computer. The client computer EE requests the certificate applicant CH to input individual information corresponding to the policy information RFx.
