PROBLEM TO BE SOLVED: To make a transmitter compact by improving a multiplexing, modulating and demodulating method for transmission data such as a video/audio signal. SOLUTION: The transmitter is provided with a modulation reference carrier generator section 3 that generates a modulation reference carrier, a 1st frequency modulation section 4 that applies frequency modulation to a frequency signal of the modulation reference carrier in response to a video signal on which a synchronizing signal is superimposed, 1st frequency divider sections 6, 9 that apply frequency division to the modulation reference carrier at a prescribed ratio, and 2nd frequency modulation sections 7, 10 that apply frequency modulation to the frequency signal of the modulation carrier frequency- divided at a prescribed ratio depending on the video signal on which the control signal is superimposed, and mixes the data with an audio signal and transmits the data as a base band signal.
