PROBLEM TO BE SOLVED: To increase a heat output, transmittable to air in an available space through the refrigerant circuit of an automobile, on a whole right after starting, to improve the efficiency of heating and air-conditioning device, and to shorten the reaction time thereof. SOLUTION: An automobile heating and air-conditioning device for an internal combustion engine comprises a compressor 2, a peripheral heat-exchanger 10; at least an expansion device 8, and an internal space heat-exchange circuit. In heating operation, a refrigerant is guided through the compressor 2 and an internal space heat- exchanger 6. A refrigerant is expanded to temperature lower than the suction temperature of a refrigerant to the compressor by an expansion device, the action of warm ambient air heated by an ambient heat-exchanger and exhaust gas of an internal combustion engine 1 by an exhaust gas heat-exchanger 13 are applied on the refrigerant, which is compressed. In cooling operation, the action of cold ambient air of an ambient heat-exchanger 10 is exerted on the refrigerant, which is expanded to temperature lower than the utilizing space air temperature of the expansion device, and the action of a cold refrigerant in the internal space heat-exchanger 6 is exerted on available space air.
