PROBLEM TO BE SOLVED: To recover much waste heat by enhancing a turbine efficiency. SOLUTION: A super heater 16 heating the saturated steam of cooling medium heated by the burning heat of exhaust gas, and a turbine 17 converting the thermal energy of cooling medium heated by the super heater 16 to mechanical energy, are provided for the route circulating cooling medium by means of a first pump 13. In this case, a second pump 21 pressurizing saturated steam flowing in the super heater 16, is provided.
