PROBLEM TO BE SOLVED: To prevent excessive supply of a releasing agent applied onto a heat roller, and to simultaneously enable uniform application. SOLUTION: In order to apply silicone oil 40 on the heat roller 41, by feeding the silicon oil to an applying roller 45 by an applying member 44, the layer of the silicone oil fed to the applying roller 45 is made uniform by a controlling blade 46. At this time, by adjusting the surface roughness Rz on the applying roller 44 to 10μm or below, preferably to about 5μm, the silicone oil 40 layer is made possible to be uniform and thin by the controlling roller 45 to the applying roller 45, therefore the excessive feeding onto the heat roller 41, and a faulty derived therefrom can be eliminated.
