PROBLEM TO BE SOLVED: To realize the high density and the improvement of efficiency and the cost reduction of a vehicular running in addition to ensure the safety such as the prevention of a vehicular accident and the prevention of entering to an entering prohibition section. SOLUTION: This device is provided with a vehicular position detection means 1 for detecting the position in a vehicular running road, a running road exclusive state control means 3 for memorizing and controlling the exclusive state of the running road, a dynamic exclusive section allotment request means 4 for requesting the allotment of the dynamic exclusive section in which respective vehicles can run freely in either direction based on the vehicular position and a dynamic exclusive section allotment means 5 which can compare the allotment of the dynamic exclusive section requested on respective vehicles with the running road exclusive state control means and enforce the allotment of a real dynamic exclusive section and memorize the result in the running road exclusive state control means. By transmitting the allotted dynamic exclusive section to respective vehicles by the transmission means 9 'on the ground' or 'on the car', the speed control of the vehicle is carried out by the vehicular speed control means 6.
