PROBLEM TO BE SOLVED: To suppress the rise in discharge start voltage by the desorbed gas from the inside of a thermal spray film by forming barrier ribs provided on a substrate together with a backing dielectric layer to partition picture elements by the thermal spray method in the atmosphere containing the gas of the same kind as the gas used for a display device. SOLUTION: A powder material for a backing dielectric layer or barrier ribs fed to a plasma jet 12 from a plasma thermal spraying torch 11 collides with a substrate 14 as thermal spray grains 13 in the high-temperature, high- speed state and deposited. When the filler gas of this display device is the mixed gas of two or more kinds, e.g. Ne-Xe or Ne-Xe-Ar, thermal spraying is preferably applied in the thermal spray atmosphere gas 15 containing the gas of the same kind, e.g. Ne, Xe or Ar. This gas is preferably used for the plasma operating gas. The pollution of the discharge gas by the desorption of nitrogen and moisture contained in a thermal spray film at thermal spraying in the atmosphere is prevented, and the cost is reduced as compared with the thermal spray in the Ar decompression atmosphere.
