PROBLEM TO BE SOLVED: To actualize service provision not by a function which is fixedly incorporated in advance, but by a function which can be changed on a user side and is provided outside. SOLUTION: The exchange 10 provided with a service process part 20 which provides service for a control signal is equipped with a process location decision part 32 which decides the execution location of the process corresponding to the control signal, a control signal notification part 38 which notifies the control signal to the outside when it is decided that the process is performed outside, a data storage part 44 which stores data used when the process is executed, a data interface part 42 which refers the data stored in the data storage part 44 at a request accompanying the externally performed service process, and means (24, 46, and 48) which provide the service according to the result of the external process.
