PROBLEM TO BE SOLVED: To contribute to reduction in the production cost of an urging structure and to reduce the man-hour for assembly. SOLUTION: A cam shaft 6 for operating a lock gear 4 through a cam 5 has a forked part 63 equipped with a caulk groove 63b extended in the direction toward the axial center at one end, the cam 5 has a pair of arcuate holes 53 bored so as to fit the forked part 63 into a central portion, the shape of a spiral spring 8 is set so that an inside lock end part 81 on the side of center can be fitted into the caulk groove 63b of the forked part 63 and an outside lock end part on the side of outer periphery can be locked to a spring lock slit 21b of a first bracket 2, and the top end part of the forked part 63 is caulked while fitting respective split shafts 63a into respective correspondent arcuate holes 53.
